There are many terms that characterize and demonstrate the level and quality of life of the population by means of individual indicators. This article analyses and separates concepts such as 'standard of living', 'quality of life', and 'welfare of the population'. Their differences and similarities are demonstrated and dissected, as well as how they can affect society and their socio-economic development

Ученые всего мира уже долгое время исследуют показатели, которые наиболее полно и точно смогли бы отражать действительное социально-экономическое состояние всего общества. Недостаточно одних количественных оценок уровня жизни населения для определения экономического и социального развития страны. Необходимо знать от каких элементов зависит качество и уровень жизни населения. Понятия «уровень жизни», «качество жизни», «образ жизни» и многие другие влияют на благосостояние населения и полностью характеризуют его. Данный термин обозначает многогранный социально-экономический феномен, который зависит от материальных, социальных и духовных благ, интегрируемых в общество государством. Каждый элемент благосостояния аккумулируется и превращается в единый живой организм, позволяющий существовать обществу. По-другому, под благосостоянием населения понимаются условия жизни и удовлетворение потребностей людей, зависящих от социально-экономических характеристик.
Несмотря на всю простоту и прозрачность того, как можно трактовать понятие «уровень жизни», которое относится к числу укоренившихся и соответственно которому принадлежит определенный круг показателей, трактовка этого определения имеет существенные отличия. Большое количество авторов используют близкие по значению определения «качество жизни», «образ жизни» применяемых к термину «уровень жизни», чтобы полностью отразить влияние на население природно-климатических, экологических и социальных факторов. Например, Горелов Н.А. придает понятию «уровень жизни» узкий и широкий смыслы:
- в широком смысле – характеристика уровня человеческого развития и условий жизнедеятельности человека;
- в узком смысле - через характеристику уровня потребления населения и степени удовлетворения потребностей.
То-есть, в понимании автора узкий смысл данного термина заключен в количестве потребляемых благ и услуг, а в широком смысле он склоняется уже к качеству самой жизни.
Показатели уровня жизни можно разделить на категории:
- общие и частные;
- экономические и социально-демографические;
- количественные и качественные;
- стоимостные и натуральные и др.
Разберем каждый из показателей:
- общий показатель характеризует успех формирования общества за счет социально-экономических факторов. В эту категорию относят валовый внутренний продукт, национальный доход, фонд потребления. Частный показатель также характеризуются социальными факторы, но они значительно углублены и конкретизированы согласно отдельным группам потребностей. Здесь можно отметить: уровень и способы потребления, наличия жилья и его благоустроенность, условия человеческого труда, уровень культуры развития, социальные пособия и обеспечение и др.
- экономический показатель, как ни странно, определяет экономическую сторону жизни общества, экономические возможности человека удовлетворять собственные потребности. В данную категорию относят показатели, определяющие уровень экономического развития общества и благосостояния человека в нем. Общественно-демографический показатель показывает, сколько длится в среднем жизнь человека.
- стоимостной показатель демонстрирует все доходы в денежной форме. Натуральный показатель вычисляют сколько потребляется конкретных материальных благ и услуг в том, сколько потребляется продуктов питания, обеспеченностью имуществом и т.д.
- количественный показатель показывают объем потребления определенных благ и услуг. Качественный показатель характеризуют определенную сторону благосостояния общества: уровень образования, воспитания, структуры, профессиональной пригодности и др.
Зачастую, термин «уровень жизни» применяется в рамках экономического ресурса – потребления. С практической точки зрения это является правильным применением, поскольку удается проанализировать, сравнить определенное явление в жизни общества. Опираясь на данную точку зрения, можно сказать, что «уровень жизни» – это те условия функционирования человека, с помощью которых он существует в области роста его потребностей и рациональными способами их удовлетворения.
Вскоре стало понятно, что термин «уровень жизни» задевает множество аспектов, которые не раскрывает полностью. Именно поэтому появилось новое понятие «качество жизни». На наше время, данная тема по поводу этого термина бурно обсуждается и дискутируется всеми учеными, которые изучают данный вопрос. Базисная завязка, на чем следует заострить свое внимание и на котором основано понятие «качество жизни» - это способность не только обладать вещами, но и возможность получить доступ к благам культуры, развитию себя, человека, как личности, карьерной лестнице вверх по социальной ступеням, развитию интеллектуальных способностей, удовлетворенности своим трудом, жизни и т.д.
В общем понимании, «качество жизни» - это аккумулированная социально-экономическая структура, включающая в себя не только потребление благ и услуг, но и удовлетворение собственных духовных потребностей, улучшение психологического состояния, здоровья, продолжительности жизни и т.д. Данное понятие включает в себя множество компонентов:
- качество образования;
- уровень и качество здоровья;
- душевное спокойствие;
- качество окружающей среды и др.
Именно поэтому, «качество жизни» можно интерпретировать, как совокупность всех человеческих стараний, труда и действий, обеспечивающих получение духовных ценностей, жизненных благ и материального достатка.
В настоящее время, с наступлением рыночных отношений человек рассматривается, как субъект хозяйственной деятельности. Из-за этого не только понятие «потребности», но и «интересы» задействованы в экономической науке, объектом которой является рациональное действие человека для достижения поставленных им задач.
В основе человеческого социального развития лежит антиномия. Она связана с выявляющимися противоречиями между потребностями человека и его интересами. В настоящее время человек является как никогда свободным из-за чего происходит процесс возвышения потребностей, способы их удовлетворения. Именно эти действия создают движущую силу развития современного общества. Из-за этого «качество жизни» рассматривается в виде комплекса развития и полноты удовлетворения потребностей и интересов человека, которые образуются в различных формах их деятельности.
Но существуют иные формулировки «качества жизни», которые выходят за рамки потребностей и интересов. Например, Всероссийский научно-исследовательского институт технической эстетики рассматривает данный термин, как сочетание жизненных ценностей, квалифицирующихся определенными видами деятельности, комплексами потребностей и интересов, условиями жизнедеятельности человека, социальными отношениями и средой. Более подробно они рассматривают «качество жизни» как целый ряд мер действий любого индивида, обусловленных оптимальным протеканием жизни в определенное время, определенном месте и условиях, которые обеспечиваются ее нормальными параметрами основным видам деятельности и потребностям человека.
Качество жизни - это категория, с помощью которой определяют значительные условия жизни людей, характеризующие полноту удовлетворения всего комплекса их нужд, уровень совершенства и свободы личности любого человека. Качество жизни -это единство и связь объективных характеристик уровня жизни, определяющих уровень удовлетворения материальных и общественных потребностей человека и общества, и социокультурных, социально-психологических, духовно-нравственных и морально-этических характеристик жизнедеятельности людей.
Объективные индикаторы качества жизни: природные и общественные.
Субъективные индикаторы: когнитивные и аффектные (чувственные).
Главными условиями, обеспечивающими качество трудовой жизни, являются следующие:
— справедливое и соответствующее поощрение за работу;
— безопасные, здоровые и комфортные условия труда;
— непосредственное право использовать и совершенствовать собственные возможности, вероятность удовлетворять потребность в самореализации, в самовыражении;
— трудовая демократия и правовая безопасность сотрудника;
— возможность профессионального роста и уверенность в будущем;
— достойное место работы в человеческой жизни;
— социальная полезность работы.
Таким образом, можно сделать вывод, что одно и то же определение можно рассматривать с разных его сторон, что делает его многогранным и сложноструктурированным для анализа и сравнения. Необходимо отделять одно понятие от другого, чтобы четко понимать, какой компонент за что отвечает и как их использовать. На данный момент времени «уровень жизни», «качество жизни», «благосостояние населения» тесно взаимосвязаны с друг другом и прямопропорционально зависимы по одной причине – жизнедеятельность человека. Этот компонентом является частью каждой из этих систем, что усложняет работу с каждым определением по отдельности.
