The article discusses the problems associated with unemployment in the Russian labor market. The analysis of unemployment indicators in Russia is carried out. The main reasons for the low level of employment of the population are systematized. The economic and non-economic consequences of this socio-economic phenomenon on both an individual and the economy of the country as a whole are presented

Безработица представляет собой макроэкономическую проблему, оказывающую воздействие на каждого человека в стране, вовлеченного в данную социальную проблему. От уровня безработицы зависят такие показатели как уровень преступности, качество жизни населения, наличие квалифицированной рабочей силы, миграция.Потеря работы для большинства людей означает снижение достатка и наносит им психологическую травму.
Достижение высокого уровня занятости – однаиз основных целей политики государства в социально-экономическом аспекте на макроуровне. Экономическая система, создающая дополнительное количество рабочих мест, ставит задачу увеличить количество общественного продукта и тем самым в большей степени удовлетворить материальные потребности населения. При неполном использовании имеющихся ресурсов рабочей силы система работает, не достигая границы своих производственных возможностей [2].
Безработицу необходимо рассматривать в двух аспектах: с одной стороны, безработица является причиной и следствием нарастающего экономического кризиса, с другой, как системное явление, имеющее большое количество причин извне и изнутри [1].Многие аналитики считают, что Россия переживает период застоя, связанный смировым экономическим кризисом. Санкции ударили по различным секторам экономики, объемам торговли, создали дополнительные риски для инвесторов, что естественным образом отразилось на рынке труда. Многие граждане способны приступить к работе, действительно хотят найти работу, ждут возвращения на свои рабочие места.Чтобы соблюсти права и льготы людей, не имеющих постоянной работы на сегодняшний день законодательно определены правовые и экономические основы политики Российской Федерации в области занятости.
Для изучения трудностей, связанных с отсутствием работы, необходимо заранее квалифицировать всех людей, которых можно считать безработными. В соответствии с российским законодательством безработными признаются трудоспособные граждане, которые не имеют работы и заработка, зарегистрированы в органах службы занятости в целях поиска подходящей работы, ищут работу и готовы приступить к ней.
Анализ показателей безработицы в России с 1990х годов до настоящего времени представлен данными рисунка 1.

Согласно данных рисунка 1 за анализируемый период наблюдается нисходящая структура тренда. Конец 1990-х годов бил все рекорды по количеству безработных, второй пик роста показателя пришелся на конец 2010 годов. За 2021 год пока нет окончательного показателя, по данным Росстата по-прежнему наблюдается плавное снижение уровня безработицы, однако нарастающая тенденция скрытых безработных, самозанятых и тех, кто не желает трудиться по собственным причинам свидетельствует о латентности значения и требует качественной проработки.
Наличие конкурентной борьбы за рабочие места стимулирует граждан совершенствовать свои умения, увеличивается социальная ценность и значимость труда, ценность рабочих мест значительно повышается, что позволяет рассматривать ограниченность рынка труда как стимул для экономического развития. В тоже время увеличивается уровень социальной дифференциации, граждане теряют навыки, квалификацию [4].
Для понимания полной картины безработицы необходимо проанализировать ее с учетом региональной величины, среднее значение которой на начало 2021 года было обозначено в размере 5,8 %:
- Центральный федеральный округ, включающий 18 субъектов, имел средний уровень безработицы в размере 4,3 %, составляя самое низкое значение по России.
- Северо-Западный федеральный округ, состоящий из 11 субъектов, приближенных к центру и Европе, показал значение безработицы несколько ниже среднероссийского — 5,2 %.
- Южный федеральный округ, объединяющий 8 центров, отметил значение безработицы на уровне 6 %.
- Северо-Кавказский федеральный округ, включающий 7 субъектов, показал зашкаливающее значение показателя в размере 14,8 %, охарактеризов себя как неблагоприятный регион страны для желающих найти работу.
- Приволжский федеральный округ, состоящий из 14 регионов, продемонстрировал уровень безработицы ниже среднего по стране, 5,1 %, поскольку наравне с высокоразвитым Татарстаном включает республику Марий Эл, Оренбургскуюобласть с негативными данными по занятости.
- Уральский федеральный округ, состоящий из 6 субъектов показал уровень безработицы в размере 5,6 %, при том, что рабочих мест в промышленности, металлургии, добыче металлов всегда было достаточно.
- Сибирский федеральный округ, объединяющий 10 центров превысил среднероссийский показатель, безработица достигла 7,2 % несмотря на наличие городов-миллионников.
- Дальневосточный федеральный округ, состоящий из 11 регионов,зафиксировал показатель безработицы на значении 6,5 %, что выше, чем по стране в целом.
Основные причин такого низкого уровня занятости и высокой безработицы на российском рынке труда представлены данными рисунка 2.
Все причины, представленные данными рисунка 2, вызывают безработицу или способствуют ее дальнейшему развитию.
Безработица оказывает экономическое и неэкономическое воздействия как на отдельного человека, так и на экономику страны в целом.Неэкономические последствия безработицы вытекают в политические, психологические и социальные дисбалансы, вызывают рост социальной напряженности и даже политических потрясений [4]. На личном уровне неэкономические последствия безработицы могут привести к преступности и антиобщественному поведению.
На сегодняшний день проблема безработицы остается актуальной для страны, поскольку пандемия сыграла особую роль в ее долгосрочном тренде. Бизнес-единицы по-прежнему вынуждены сокращать количество сотрудников, чтобы не обанкротиться, замедляется процесс развития государства, экономический рост, производственные возможности не используются в полном масштабе, уменьшается объем внутреннего валового продукта. Данные проблемы требуют корректирующих мер на государственном уровне.
