Оценка эффективности использования производительных сил работников организации, в современных условиях находит реализацию в форме человеческого капитала, который представляет запас знаний, навыков, компетенций и способностей людей, которые позволяют создавать личное, социальное и национальное благосостояние и выступающий в качестве базы для успешного развития экономики любой страны.
Следует отметить наличие многообразия подходов среди отечественных и зарубежных исследователей, в толковании понятия «человеческий капитал», наиболее полный сравнительный анализ, которых представлен В.А.Савельевым [6],М.А. Гвоздевой, М.В. Козаковой [3].
Вопрос становления теории человеческого капитала рассмотрен М.М.Хайкиным [9].
Впервые термин «человеческий капитал» использовал американский экономистом Теодор Шульц, под которым он понимал совокупность наиболее ценных полезных человеческих качеств, присущих индивидууму [3].
В большом экономическом словаре человеческий капитал рассматривается как «образование, квалификация, приобретенные в процессе производства; знания и навыки, воплощенные в рабочей силе» [1].
В общем виде человеческий капитал представляет собой совокупность знаний, умений, навыков, использующихся для удовлетворения многообразных потребностей человека и общества в целом.
Многообразие определений «человеческий капитал», позволяет выявить его особенности, проявляющихся в:
- форме знаний, способностей, рабочих, управленческих навыков;
- невозможности ощутить или увидеть, поэтому он не подвержен износу и амортизации;
- непрерывности накопления.
Существует множество разнообразных научных гипотез по составу и структуре человеческого капитала.
Так в одной из гипотез его структура включает в себя:
- Образование (общеобразовательные знания; специальные знания).
- Здоровье (моральное; физическое).
- Профессиональную подготовку(квалификации; навыки; опыт).
- Мотивацию (к обучению; к трудовой деятельности).
- Доход (процент прибыли на оного человека; заработная плата).
В измерении человеческого капитала можно выделить ряд подходов[7]:
- с использованием натуральных индикаторов, в основе которого лежит показатель, отображающий уровень образования жителей региона, а также количество лет, которые они потратили на его получение;
- через оценку прошлых усилий, измеряемых расходами государства и отдельных людей на образование и повышение квалификации (Т. Шульц);
- на основе оценки отдачи, когда оценке подвергаются качественные показатели, характеризующие как индивидуальные особенности конкретного работника, так и свойства работников компании в совокупности;
- как разность стоимости совокупного национального богатства и стоимости природного и физическогокапитала, и результат становится стоимостьючеловеческогокапитала (Всемирный Банк).
С 1990 года в качестве инструмента, используемого для сравнения уровней развития разных стран, количественной оценки человеческого капитала используют индекс человеческого развития(ИЧР), ежегодно рассчитываемый экспертами Программы развития Организации Объединенных Наций (ПРООН) совместно с группой независимых международных экспертов и определяемый по среднегеометрическойтрех индексов: дохода,образования,продолжительности жизни, значение которого должно находиться в пределах от 0 до 1. При этом, чем ближе его значение к 1, тем выше индекс человеческого развития в стране.
Экспертами ООН все страны мира, исходя из значения индекса, делятся на группы по уровням:
- очень высокий (от 0,8 и выше);
- высокий (от 0,7 до 0,8);
- средний (от 0,55 до 0,7);
- низкий (ниже 0,55) [2].
В Российской Федерации ИЧР определяется показателями[8]:
- Ожидаемая продолжительность жизни.
- Уровень образования населения и ожидаемая продолжительность обучения для молодого поколения.
- Уровень жизни, оцененный через Валовый национальный доход на душу населения.
Соответственно чем выше показатели продолжительности жизни, образованности и дохода на человека, тем выше будет индекс человеческого развития, значение которого по ряду стран представлено на рисунке 1.

Из данных рисунка 1, можно отметить, что величина ИЧР РФ составляет 0,824, что соответствует группе стран с очень высоким индексом человеческого развития, это подтверждается ее 52 местом в 2020 году в мировом рейтинге [2].
В качестве инструмента межстранового сравнения, дополняющий Индекс человеческого развития, выступает Индекс человеческого капитала (ИЧК), который представлен различными вариантами, включающими разные компоненты, при расчете международными организациями, сравнительная характеристика которых представлена на рисунке 2.

Расчет ИЧК осуществляется для каждой страны, направлен на определение качества жизни, как отдельного человека, так и всего общества в рамках мирового пространства.
ИЧК России по оценкам Всемирного банка в 2020 году составил 68%, что позволило ей войти в список стран с наивысшими темпами прироста человеческого капитала в течение десяти последних лет [2].
В России меньше половины совокупного богатства нации обеспечивается человеческим капиталом, он требует увеличения, основные вызовы для его развития представлены на рисунке 3.

Человеческий капитал выступает в качестве составляющего элемента богатства любого государства, в России его доля составляет в 2020 году только 46 %, что замедляет рост ВВП, поэтому в качестве основных направлений его роста следует выделить:
- рост инвестиций в образование, здравоохранение, социальную защиту;
- сокращение межрегиональных различий;
- увеличение продолжительности жизни и естественного прироста населения;
- сокращение бедности;
- повышение цифровой грамотности школьников;
- развитие коммуникативных и социальных навыков у школьников и др.
Человеческий капитал является одной из важнейших движущих сил устойчивого экономического роста и сокращения бедности, лежит в основе инновационной системы и экономики, что требует значительных инвестиций в его развитие.
